Viraluxe Lebanon Real Estate Brief: Coverage: 7–14 September 2026

This week’s consequential developments are a proposed restriction on property disposals in occupied southern areas, continued weakness in construction activity, and Google’s new approach to campaign-language matching. No new official national transaction or rental-yield release was identified.

. Cabinet advances protection for land in occupied southern areas

Confirmed: Lebanon’s Cabinet approved a draft law intended to prevent property sales and other disposals in southern areas under Israeli occupation. Importantly, this remains proposed legislation—not an enforceable nationwide prohibition—pending the legislative process. The security context also deteriorated around the Ali al-Taher ridge on 10 September. Lebanese National Alliance, Reuters

Why it matters: Listings inside or near potentially covered cadastral zones face increased legal, accessibility and closing risk. Advertising that implies an unrestricted or immediately transferable sale could mislead prospects.

Viraluxe adjustment:

  • Flag potentially affected listings for lawyer and Land Registry review.
  • Confirm the cadastral location—not merely the town name—before accepting deposits.
  • Add: “Transaction eligibility and registration status subject to legal verification.”
  • Avoid presenting the draft as existing law.
  • Pause paid promotion when ownership, access or transferability cannot be confirmed.

2. Cement deliveries signal a severe construction slowdown

Confirmed — published 9 September: Cement deliveries reached 115,789 tonnes in May, down 0.78% from April. The January–May total fell 37.34% year-on-year, from approximately 1.15 million tonnes to 718,488 tonnes. These figures are lagged but provide a useful construction-activity signal. Credit Libanais

Inference: The decline increases completion and delivery risk for some projects, but it does not automatically prove that completed-property prices will rise.

Viraluxe adjustment:

  • Require recent construction-progress photos and written delivery timelines.
  • Disclose permit status, completion percentage and payment schedule separately.
  • Review contracts for material-cost or deadline-adjustment provisions.
  • Position ready-to-occupy properties around certainty, utilities and verified condition.
  • Do not claim “limited supply” without neighborhood-level inventory evidence.

3. September asking prices still show a highly segmented Beirut market

Confirmed portal snapshot: Current residential asking-price averages include:

AreaAdvertised price/m²Listings
Downtown Beirut$6,550126
Saifi Village$5,12369
Achrafieh$3,1511,154
Verdun$3,12866

These are advertised prices, not completed transaction values or professional valuations. Portal inventory composition and inconsistent location labels can affect the averages. DoorEast market insights

Why it matters: Small movements in portal averages should not be marketed as evidence that an entire neighborhood is appreciating.

Viraluxe adjustment:

  • Display each listing’s asking price per square metre.
  • Compare properties only with similar neighborhood inventory.
  • Explain premiums through condition, view, floor, parking, utilities, title readiness and rental potential.
  • Use “positioned against current advertised inventory,” not “below market value,” without valuation evidence.
  • Base repricing on qualified enquiries, viewings, offers and days listed.

4. Google changes how campaign language is determined

Confirmed: Starting in September 2026, Google Ads campaign-language settings are no longer required. Google can match advertisements using the language of the search, languages users regularly interact with and AI-based relevance signals. Google Ads language-targeting guidance

Why it matters: Viraluxe’s Arabic and English advertisements may reach users more fluidly, but mismatched copy and landing pages could weaken trust and conversion quality.

Viraluxe adjustment:

  • Maintain distinct Arabic and English ad assets and landing-page experiences.
  • Review Arabic and English search terms separately.
  • Add negative keywords in both Arabic and Latin scripts.
  • Keep pricing, location names and property details consistent across languages.
  • Measure qualified leads and booked viewings by language—not clicks alone.

Policy and demand watch

Lebanon’s Cabinet was still studying the 2027 draft budget on 11 September. Reported fee adjustments should not be treated as enacted transaction costs until the budget is finalized. Presidency of the Council of Ministers

No new official national transaction, rental-yield or diaspora-arrival release was found for this period. Viraluxe should therefore rely on first-party indicators: qualified enquiries, viewing requests, offers, negotiation gaps and funding readiness.

Three priorities for this week

  1. Legally review affected southern listings: verify cadastral location, access and transfer eligibility before promotion or deposit collection.
  2. Strengthen construction disclosures: refresh progress evidence, delivery terms and payment schedules for every unfinished project.
  3. Audit bilingual Google campaigns: align Arabic and English queries, advertisements and landing pages while tracking qualified leads by language.
