This was a relatively quiet week for verified property-market data. The material developments concern Lebanon’s 2027 budget process, Google’s advertiser-name policy and a finalized September snapshot of advertised Beirut prices.
1. Cabinet approves the 2027 draft budget—but it is not yet law
Confirmed — 1 October: Lebanon’s Cabinet completed and approved the articles of the 2027 draft budget for referral through the constitutional process to Parliament. The Ministry of Finance continues to label it a draft, in contrast with the 2026 budget approved by Parliament. pcm.gov.lb
Why it matters: Proposed changes to taxes, administrative fees or property-related procedures can still be amended or rejected. Preliminary figures should not yet be inserted into transaction-cost estimates, rental calculators or property advertisements.
Status: Monitor closely
Viraluxe adjustment:
- Keep current closing-cost language qualified: “subject to official assessment at the transaction date.”
- Do not market proposed fees or tax adjustments as enacted.
- Save a standardized cost sheet with editable fields for registration, stamp duty, municipal clearance and legal expenses.
- Review the parliamentary text when published specifically for built-property tax, registration charges, rental treatment and land-transfer provisions.
2. Google changes business-name rules for advertisers
Confirmed — posted 1 October: Google will allow limited differences between an advertiser’s business name and its destination domain when the name is a recognized brand, the advertiser has a verified direct relationship with the domain owner and the advertised services are offered directly on that domain. Independent intermediaries and secondary sellers cannot use a standalone third-party brand or property name as their own business name.
Why it matters: Viraluxe campaigns frequently lead prospects to VipEstateSales.net. Inconsistent names across the ad account, verification documents, landing page, and domain could cause rejection or weaken trust.
Status: Act now
Viraluxe adjustment:
- Use VipEstateSales.net as the safest advertiser name for campaigns landing on that domain.
- Use Viraluxe only where the account can document the direct relationship between Viraluxe and VipEstateSales.net.
- Do not use an owner’s, developer’s, or project’s name as the advertiser identity merely because its property is listed.
- Add a visible statement to landing-page footers: “VipEstateSales.net, operated and marketed by Viraluxe,” supported by matching contact and business details.
- Audit business-name assets, logos, and advertiser-verification records before the policy is enforced across campaigns.
3. Final September asking-price data reinforces neighborhood segmentation
Confirmed — newly published September summary: DoorEast’s finalized portal snapshot covers 308 locations. Selected advertised residential averages include:
| Beirut area | Asking price/m² |
| Downtown | $6,550 |
| Ras Beirut | $4,431 |
| Ain Al Mraiseh | $4,372 |
| Raoucheh | $4,210 |
| Gemmayzeh | $4,105 |
| Mar Mikhael | $3,471 |
| Achrafieh | $3,151 |
| Verdun | $3,128 |
These are advertised asking prices, not completed sales, valuations or evidence of price appreciation. Inventory mix can materially affect each average. DoorEast Blog
Why it matters: The large gap between adjacent neighborhoods—and even between properties on different streets—makes citywide Beirut averages unsuitable for pricing individual listings.
Status: Use cautiously now
Viraluxe adjustment:
- Add asking price per square metre to Beirut listings.
- Compare each property against the same neighborhood, property type, condition, and approximate size.
- Explain premiums using verified features: view, floor, parking, condition, utilities, title readiness, and building services.
- Describe listings as “positioned against current advertised inventory,” not “below market value,” unless supported by a professional valuation.
- For Gemmayzeh and Mar Mikhael content, separate heritage value and location appeal from measurable investment return.
Market and demand limitations
No new official national transaction, rental-yield, land-price or diaspora-arrival release was identified during the seven days. Accordingly:
- Do not announce a new nationwide price direction.
- Do not calculate rental yields from portal-wide averages.
- Use Viraluxe’s first-party evidence: qualified enquiries, viewing bookings, offers, funding readiness, negotiation gaps and days listed.
Three priorities this week
- Align Google advertiser identity: standardize the relationship between Viraluxe, VipEstateSales.net, account verification and landing pages.
- Prepare for the budget review: create an editable transaction-cost checklist, but change no published fee estimates until Parliament acts.
- Strengthen neighborhood pricing: add price-per-square-metre comparisons and evidence for premiums to priority Beirut listings.
Watchlist
- Parliamentary amendments and approval status of the 2027 budget
- Any property-tax, rental or registration provisions in the referred text
- Google Ads enforcement notices affecting business-name assets
- September transaction data from the Land Registry
- New official rental, airport or diaspora-demand indicators
